This is a designer label out of spain called DESIGUAL It has 2 layers the one under the black pokadot tulle is of like peacock festher like design. Its sized medium i took photos of measurements lenths as well. It does have an elastic bamd on the back part of waste which you can see in photos. This is cotton light and comfortable and unique.
